What is a Part 161 Study?
"Part 161" refers to Federal Aviation Regulation 161, Notice and approval of airport noise and access restrictions. This regulation sets forth a process for airport sponsors to follow if they wish to impose restrictions on the use of their airport on operators. It is described in detail here.
What will the Study produce?
The final product of the study will be a document which LAWA will submit to the FAA for its review and approval.
How long will the Study take?

What is CNEL?
CNEL is a measure of cumulative noise exposure over a 24-hour period, with adjustments to the noises during the evening and nighttime to reflect the added intrusiveness of noise during certain times of the day.
What is the Integrated Noise Model?
The Integrated Noise Model (INM) is the computer noise model used throughout the U.S. to predict noise around airports. It has been developed by the FAA, and is widely considered to be an accurate model. For more information on INM, click here.
What is a Noise Abatement Procedure?
A noise abatement procedure is a recommended flight path aircraft follow to minimize noise over a populated area.
Who controls where aircraft fly?
The FAA is solely responsible for the movement of aircraft on the ground and in the air. Air traffic controllers work for the FAA. However, pilots are ultimately in command of their aircraft, and make the final decisions on where they fly.
